Any law enforcement officer who discharges a firearm in any manner that causes the loss of a life shall be federally charged with culpable homicide. The only exception to this would be a discharge of their firearm causing a loss of life in response to a discharge of any firearm at them or any bystander. The presence of a firearm is insufficient to invoke this clause.
