I have worked in the juvenile justice system for over 13 years. I routinely see the interests of the offender out weigh those of the victim. Especially when it comes to sex offenders where they are directed to attend community treatment programs for two years. After completion of the program they can move on with their lives. While the victim is left to their own devices. I believe that those convicted of crimes should be forced to actually fulfill their financial restitution, and in the case of sex offenders be compelled to pay for lifetime treatment for their victim. Until these obligations are fulfilled the probationer shall not have his probation terminated, and can have a percentage of all future earnings subject to forfeiture.
