Please build a intercity high speed rail network that runs independent of the state government. It must use rails separate from freight lines and the lines must be owned by the federal government. Use revenue from a 1 cent gas tax to fund it. It must connect to any census designated area with a population of over 150,000. Also, mandate that it must be completed before 2020.
