Propose an ammendment to Congress focing all militarily acquired lands to be kept by US as a US territory for a minimum of 20 years at the end of hostilities. All US territories held greater than 20 years must have a bi-annual vote to become their own country, remain a territory or become a US State. Territories may only retain their territory status for a maximum of 40 years. The vote on the 40th year remove the option of retaining the status as a US Territory. All currently held US Territories shall be grandfathered. Allow foreign governments to apply for US Territory status by popular public vote. Both from applying government and Federal Referendum.
