Creation of a seed funding program supporting new startups headed by the Small Business Administration.

Create a program that helps launch ideas into startups that can be funded by the government via SBA. Many people across the U.S. would love to start a business verses receiving unemployment and welfare. America was built on entrepreneurship and it creates more jobs. Ideas do come a dozen but it would be great to give ideas a fighting chance to turn into a start up. Lack of funding can kill dreams. Here what i propose:

- Invest/grant with pre-seed capital of $5 to $25k
- Have SBA to head it and SCORE.org as advisors making sure funds are use properly and guide startups to next level of seed round.
- if reach Series A round a small percentage of startup will will be held till it is paid back when startup reach a certain
level. This can be use to be put back in government program.
