To be able to qualify for welfare, you must pass a criminal background check. People who have committed felonies are not eligible for welfare.

Welfare recipients should be required to show monthly improvement of their actions and job searching.

Welfare agencies would enforce these laws onto citizens who want to be on welfare.

It will save the government money by not giving out welfare to citizens who abuse the system.

It would save the welfare agency from being abused by people who are not eligible to receive government money. The qualifications would be higher, so it narrows out those people.
