I propose that a 28th amendment be passed to restrict the national budget from running a deficit. Any and all payments must, then, be made by the same fiscal year’s revenues and must not add to the national debt. This is the only foreseeable way to responsibly guarantee liberty for future American generations by preventing our slavery to the national debt.
Additionally, I would suggest that a four fifths vote of both the House of Representatives and the Senate, with Presidential approval, be required to run a budget deficit. It is foolish to think that the United States will be able to operate uninhibitedly through the future without ever running a deficit. However, running a deficit should be reserved for times of emergency such as extreme fiscal distress or times of war.
