1. Strengthen mental health services nationally.
a. Reapportion existing defense funds to add state hospital capacity for veterans.
b. Transfer psychiatrically ill, non-violent inmates to more humane, less expensive state-run psychiatric hospitals.
c. Get the homeless mentally ill off our streets. 30% of homeless are mentally ill.
2. Include comprehensive mental health treatment within the definition of homeland security.
3. Administer low-cost psychiatric screening in schools.
4. Strengthen mental health and drug courts nationally.
5. In states where legalized, fund mental health and substance abuse screening with a federal tax on the sale of marijuana.
6. Form a commission on men and boys.
7. Reverse the bias for violence and against nudity in entertainment via the FCC and MPAA.
