Curtail abuse of Presidential Executive Orders

We need a Constitutional Amendment curtailing abuse of civil rights and national security by the misuse of Presidential Executive Order.
The amendment would require the president to show cause to The Supreme Court and prove the necessity of any Executive Order, and also show the order doesn't unnecessarily infringe upon civil rights or jeopardize national security in anyway.
The administration shall have seven (7) calendar days to prove it's case. If The Supreme Court doesn't approve the order, it will expire at the end of the seven (7) days.
If the order stands, The Supreme Court shall hold a show cause hearing every twenty eight (28) calendar days, in which the administration shall prove the necessity and fairness of the order. The Supreme Court will have the power to nullify any order.
