Small businesses are leading creators of jobs in the U.S.A. Many small businesses are constrained by limited access to capital. We recommend our government explore a tax policy that incentivizes businesses and consumers to pre-purchase goods and services. For example, if a customer pre-pays 90+ days in advance for $10,000 of goods from a U.S. based supplier it gets a 15% tax benefit (e.g. 15% offset worth $1,500 against the customer’s annual income tax). The potential benefits of such a policy:
1. Access to Capital: Small businesses gain access to capital that is directly correlated with the demand from their customers.
2. Job Creation: Small businesses gain hard dollar visibility into customer demand and can determine with increased confidence their staffing and hiring needs.
