Cut all Congressional pay by 50% if a budget cannot be reached. Use the 50% cut to fund the deficit.

When it is time to enact a budget proposal Congress needs to work in a timely and diligent manner to implement a balanced budget without overtime or special committees. If there is no agreement reduce Congressional pay by 50% and taking that 50% and placing it towards the United States deficit.
