The Debt Ceiling of the United States having already been reached, Congress not having seen fit to raise it, and current payments of government obligations only being able to be made through the use of "extraordinary measures," such as may be possible only temporarily, any and all payments for Congressional and staff salaries, expenses, supplies, maintenance, utilities and other direct expenditures should be held in abeyance until such time as the Debt Ceiling is raised or abolished.
Congress already having the power to approve all budgets and appropriations, the separate step of voting on a debt ceiling for monies that the Treasury may borrow to fulfill our nation's obligations is both duplicative and an opportunity only for political mischief.
