Filed petitions by residents of these states to secede from the US should be considered acts of treason. The Civil War ended this discussion in 1865. Those individuals who signed the petition to secede should be deported or hold their respective states accountable by withholding all federal aid until each person identified as signing such petition swears allegiance to the US or is deported.
