Cut off all support to Congress in the event of a government shutdown.

If the Congress forces a government shutdown over the "fiscal cliff", then the first thing that the government shall shut down will the all the utilities at the Capital Building. This shall include, but not be limited to: electricity, natural gas, water, sewer, internet access, and trash pick-up. Furthermore, all non essential personnel, including cleaning and janitorial employees, shall be given leave without pay. The government shall make no accommodations for the Congress; it will not furnish alternate meeting places for the Congress, nor will it provide generators, flashlights, candles, lamps, nor any other accommodations. Furthermore, all payments to Congressional salaries, perks, and benefits will cease until the shutdown has been reversed.
