Candidates for election to national offices (President, House of Rep., Senate) will direct any campaign contributions to a third party agency or government agency (like the Federal Reserve) that will be created as a result of this petition. The agency will distribute the funds equally, and without strings to each party (Republican, Democratic, etc.) on the ballot (or the party’s candidate as they choose).
As a result the candidate will never be directly involved in the donation process /receiving the money the agency will. With equal funding no single candidate has a financial advantage. Thus the focus will be brought back to where each candidate stands on the issues rather than who can buy the most
