Where active members receive a $174K salary with average annual pension of $36K, eliminate congressional entitlements where salary and benefits are based upon performance criteria. Salary is based upon metrics such as the debt to surplus ratio and unemployment rate at the national and representative's state level, USA's GDP ranking against other nations, S&P 500 index, interest rate, money supply, job growth rate by industry, etc. Social metrics must also be included but more difficult to quantitatively define (ie - did a law pass undue an injustice, protect scarce resources, or improve treatment that all are created equal). Eliminate congressional entitlements in reducing costs just as private companies have done as there are no guarantees for a job, pension, or benefits.
