In the event that members of Congress reach a stalemate on a budget proposal, they will not receive their salary until a new budget is passed through both houses. Staff members of current Congressmen will continue to receive their salary as a government employee. Essentially creating an order of succession in budget cuts until a budget is passed. Starting with Congress members salary, then foreign aid, and so on. Leaving Social Security and Military pay to be the last things cut during a stalemate. A refusal by Congress to work together for the greater good the people will be viewed as a refusal to do their jobs and will result in no pay.
