cut Defense spending by reducing the number of civilian contractors currently performing military jobs.

With all the talk about cutting Defense spending, it makes logical sense to start with the civilian contractors performing military jobs on military posts. It makes no sense that there are civilian cooks, truck drivers, security guards, accountants, etc. working on military posts when the military continues to dole out money training military personnel for the same jobs. Considering that civilian contractors make between 3 and 5 times more than a service member, it stands to reason that allowing the military to take those jobs over again would save money. It would make more sense to limit the amount of civilian jobs onpost to no more than 10-15% of total positions. That would then ensure a small percentage of permanent employees to combat military attrition rates.
