Cut the Federal annual spending to less than 14% of U.S. GDP

The Federal government has attempted to do too much thus diluting the purpose of each state's elected legislature. The Federal government has now put a threat to our country's well being with the 'fiscal cliff'. Please restrict annual Federal spending to less than 14% of U.S. GDP and restrict Federal spending to no more than $34.0T over the next 10 years.
