There is a school system in Maryland that receives Title 1 funds under the government's criteria for eligibility and once the funds are received changes the criteria at the school level so the local schools for which the funds were intended are ineligible to receive the funds under that local school district's criteria. This is not only fraud, but it takes money that is needed to provide supplemental services for children living in poverty from them and casts it into a restrictive classification so there is no way of knowing how that money is actually used. The federal government needs to have monitoring in place to stop this type of misappropriation of federal funds and ensure the funds were used for the students it given.
