Mr. President as you may know we recently had a sham election in Uganda in which the incumbent president Museveni was declared a winner under unclear circumstances. Despite the leading opposition leader Kizza Besigye leading at most polling stations, the partisan electoral commission was conveying pre-arranged vote numbers in favor of the incumbent. opposition leaders were arrested, social media shut down, military and police deployed at polling stations to intimidate. We request that you Cut Aid to Uganda, only lift if:
1. An independent electoral commission is established
2. The law on public gatherings is amended to allow freedom of association.
3. Promise by the Ugandan government to stop a campaign of harassment against opposition leaders such as illegal detentions.
