Cut pay to the legislative and executive branches of the government during a shutdown

If the regular federal workers don't get paid during a government shutdown, then the people who are responsible for the shutdown should have their pay expunged for the course of the shutdown as well. This is one small way to motivate those responsible to find a resolution to the issues at hand.
