One of the duties of the House and Senate is to approve a budget for the next fiscal year. The House and Senate's failure to do so should be reflected by the loss of one fiscal year's wages, as an encouragement for parties to work together for the good of thousands of American workers who have been negatively affected by past failures.
In the event of sequestration leading to furloughs or full government shutdown due to the inability of the House and Senate to fulfill their basic duties, their pay will be withheld for the fiscal year and any salary they would otherwise have received will be cycled back into paying off the national debt.
