Cut some slack for disabled persons going to prision.

People who aren't able or allowed to get health care because of their prior life and mistakes, who try to change their life but slips one time in years and more to come with a mistakened mishap and are disabled, should have some kind of relief from having to go spend years in prision. If they haven't had any mishaps in over 10 years, they should have lessened to not much time in prision where they are possible to get hurt worse or killed.
