Immediately start the practice of zero based budgeting.
The Army, Navy, and Marines have their own airfields and aircraft. Merge all USAF personnel and aircraft back into the Army. This should cut the military budget by at least 15% without any degradation of Strategic defense capabilities.
Use bonds from the FED's manufacturing of money to completely zero out our national debt. I should think that with zero debt we would be rated A++ Superior.
Use the current QE to monetize the IOU's that are in the Social Security "Trust Account". Social Security would be paid for, and would cease to be a line item in the Federal budget if the top Insurance companies were tasked with privatizing Social Security.
