Cut spending to reduce the national debt or cut the salary and expenses of congress, and the Obama adminsitration by 50%

Reduce spending to levels necessary for a balanced budget or cut by 50 % the salary and expense accounts for congress and the president including all cabinet members. The salaries can be reinstated as long as the national debt is reduced by a minimum of 5 % annually. The cuts are to be reinstated if the debt fails to be reduced by 5% during any one year period.
