Cut the use of the "winner-take-all" method that is currently in use.

State votes for a party should correspond to the actual votes that were recieved for that party by voters in a state. The ''winner-take-all'' method results in an unfair and untrue representation of a states votes. Even if 49.9999% of votes go to one party, because 50.0001% of votes went to the opposite party, half of the people in that state will not be represented and this is unrightful.
