Federal statutes require the submission, reconciliation, and passage of a budget for the United States of America each year. The outcomes of work by the Executive and Legislative Branches have yielded no budget, only continuing resolutions, for the last three years.

This petition urges a self-imposed penalty impacting both the Executive and Legislative Branches of government whereby no member of Congress (House or Senate), nor their staffs, nor the President, Vice-President, Cabinet Members, nor their staffs, will receive remuneration, salaries, or any other employee benefits provided by the taxpayers if an annual budget is not passed in accordance with established Federal statutes.
