Cutting off Internet connection from rouge country

There are rouge country using Internet as means of attack against United state and its ally nations.
Not only the government but to corporate and also general public.
They are threat to western world and should be banned from the internet if these country use it as means of attack.
Please make a law that would ban connection to the States,
that has connections with the suspected rouge attacker country.
Image of the law is like that of banning bank that deals with North Korean banks.
It is time to sop Internet terrorist.
