To immediatly halt and ban any new or inprogess pipeline of oil and/or EPA hazardous material to cross the headwaters of any major or minor tributary of any major river of the USA. Or constructed within an EPA defined safezone or related spring/sources.
Corporations shall build at thier own expense EPA approved & inspected saftey measures and containment.
Companies with existing pipeline on banned waters will be remove on goverment expense after EPA approves the plan. Under active IRS supervision. Under threat of DOJ
