In a free society, no citizen should be charged with a crime if no victim can be identified. Drug abuse, prostitution, public intoxication, seat-belt and helmet laws are all examples of activities that while possibly self-destructive, are inherently victim-less.
Obviously, a person who commits acts that jeopardize the public safety (drunk driving, dealing drugs to minors etc,) should be liable for criminal charges. It is our belief that crimes of consent and choice are not the business of law enforcement and citizens should not be subject to laws based on morality and other specious judgements.
