De-fund the ITU

Summary:

Immediately reduce USG direct funding of the ITU from $11M to $22K, withdraw any additional indirect financial support to the ITU, and reduce the delegation to future ITU meetings to no more than one USG representative, tasked primarily with communicating a US position that the ITU’s only legitimate area of authority is radiocommunications.

Reallocate all headcount and travel savings to participation in and support of Internet governance meetings. Direct 50% of ITU contribution savings to USG budget reduction, 30% to diplomatic outreach promoting the multi-stakeholder Internet governance model, and 20% to direct support of multi-stakeholder Internet governance efforts through grants supporting meetings and research.
