De-Regulate small catering business requirements for commercial kitchen.

Their is a real need to look at the financial capacity of small businesses to afford a commercial kitchen. If a small business does not do nor have the financial capacity to do 150% of the cost of median commercial kitchens rental space; they should be able to get their home kitchens registered as licensed food preparation location's.

Currently the majority of street vendors just do catering unlicensed and those who wish to be in compliance are stuck between a rock and a hard place with no way to get their business off the ground.

I feel like the current rules and regulations are a breach of every american citizen's right to the pursuit of happiness. The changes should be done at a Federal level. After all isn't having businesses compete and innovate the American way??
