Deactivate and decommission the Internet and acquire the Internet Society

The Internet is getting risky because of scams, copyright infringement, and malware. I think the Internet needs to be deactivated and decommissioned, just like ARPANET and the NSFnet. I think it would be better for the entire world that the Internet is dangerous to us.
