The city of Gary,Indiana is the only city on the entire Great Lakes / St Lawrence Seaway in the United States & Canada without a public access fishing spot. The city of Gary is 84% African American. The city of Gary has 22 miles of shoreline along southern lake Michigan were all the other cities have public access. The city of Gary has the Majestic Star Casino which is berthed at Buffington Harbor there is also a pier there that millions once enjoyed for the sport of fishing.

The state of Indiana has failed to enforce the Lake Michigan Coastal Program and have violated the public trust doctrine by ignoring the complaint of no equal access to the littoral zone where there are miles of concrete break walls. There has not been any attempt to make any Quasi Public Agreements
