Completely uncontrolled, the black market offers easy access to anyone with the money regardless of age. Without regulation, any 15 year old kid can buy and use Marijuana. It is much harder for a minor to buy beer then it is Marijuana due to Government controls yet the Government does nothing to change its policies.
More people smoke Marijuana now than in any other time in our nation’s history. This leads me to believe that the Government has a policy of encouraging the use of Marijuana by minors instead of preventing it.
