CHAPTER 34—NATIONAL EMERGENCIES;
Under 1631 President Obama in concert with HHS & E.P.A has the authority to declare our roads, bridges, inter-state highways and railways health hazards that poses immediate danger to the health, safety and welfare of the general public.
