We the people wish to see the Obama Administration declare, by executive order, that all gingers are legally, without souls.
As such, they have no constitutional rights as they are not natural persons. Likewise, they may be bought and sold in the free market and the appropriate regulatory bodies will prescribe rules as to the ginger exchange, including a mandatory license to trade gingers.
The federal government will also levy an 8% national sales tax on all sales of ginger individuals, as well as an annual 4% tax on the value of the purchased ginger, with respect to inflation and depreciation in value.
Finally, unwilling gingers shall be deported to their countries of original heritage, presumably Ireland or Scotland. The US Government will initiate free trade agreements.
