Each year, children are born to American citizens overseas. Many of these parents are stationed overseas with the US military, State Department or other US federal organization. In the past, there have been difficulties in basic civil rights, including voter registration. Additionally, there is a group of people, not all US citizens, who refer to themselves as "Birthers," who would attempt to deny basic Constitutional rights to Americans born outside the US. In order to ensure that all Americans are treated equitably and fairly, a uniform policy must be installed and all children born of US military or federal employees abroad will in no way have their rights denied to them.
