We the People hereby petition the Government of the United States of America to Declare the Donbass People’s Militia and the Donetsk People’s Republic Foreign Terrorist Organizations under section 219 of the Immigration and Nationality Act.
Pavel Gubarev, the leader of both the Militia the Republic should be considered a war criminal and the US should seek an indictment against him and others responsible for the murder of Quinn Schansman, a US Citizen murdered on Flight MH17.
The Russian Federation and President Putin should be named as State Sponsors of Terrorism under section 6(j) of the Export Administration Act, section 40 of the Arms Export Control Act, and section 620A of the Foreign Assistance Act for arming and supporting these terrorists and their acts, including MH17.
