Declare Election Day a national holiday (for all general elections) so no one needs to miss work to vote.

We hold our general elections on Tuesdays. This by itself contributes greatly to low voter turnout. The day itself (the Tuesday following the first Monday in November) is set in longstanding federal law, but making that day a national holiday would be one very simple way to encourage ordinary citizens to include their voices. Eliminating the need to spend the day at work or in classes would do much to increase voting opportunities especially for the working poor and for students.
