We, The People of the State of New York request that President Obama declare a Federal State of Emergency, as requested by Governor Cuomo on July 1, 2013, for the following counties: Broome, Chenango, Clinton, Essex, Delaware, Franklin, Herkimer, Madison, Montgomery, Oneida, Otsego, Schoharie, St. Lawrence, Tioga, and Warren.
