Declare Gangs in the United States as Terrorist Groups and use the full force of the US Government to end these Gangs

Every year in the US, hundreds of men, women and children are victims of Gang violence. These gangs exist for only 2 reasons.
1. To control territories within their cities for the sole purpose of distributing drugs or illegal weapons.
2. To instill fear among communities and the innocent victims living in a community.
Gangs members should be considered by our Federal Government as 'Homegrown Terrorists' who through their own actions, murder and cause mayhem through our our communities.
The same DHS that works to keep us safe from Foreign threats should also be empowered to use any means necessary to capture and prosecute known gangs and their members.
The Gang problem is a National threat and National embarrassment.
