It is time to declare Good Friday a federal holiday because currently there is no holiday in spring, and this will create a needed 3-day Easter/Spring holiday weekend for many workers'. More than 135 countries (including our neighbor countries, Europe, Oceania, Central and South America, large parts of Asia and Africa), the UN, U.S. Financial and Stock market, and dozens of states and U.S. territories already observe Good Friday as a legal holiday.
Since most Americans identify themselves as Christians, including vast majority of federal workers; it also makes sense observing the holiday. Many non-Christians will also enjoy their spring holiday off; indeed, many non-Christian majority countries also observes the holiday of which Easter holiday has been largely secularized as well.
