Declare internet access a public utility, and disallow corporate interference of access i.e. data and speed caps

We live in a connected society, and as such internet access has become almost as important as running water. Schools now rely heavily upon the web for instruction and often expect students to have access at home. As such, it would be in the best interest of the people of the United States to declare the internet a public utility. The purpose being to drive down costs and maintain net neutrality. For far too long we have been ruling in favor of corporate interests and their bottom lines; it is time to account for the bottom lines of the people.
