The purpose of this petition is to:
i. Make illegal for Internet Service Providers (ISPs) to prioritize digital content delivery, (Fast Lanes) based on any entity trading money or services.
ii. Make it illegal for any ISPs to prioritize digital content delivery based on affiliation, partnership, or agreement with any individuals, organization, company, corporation or government.
iii. Make an exception to rules i and ii, in the case of a national emergency.
iv. Impose penalties to any ISP, found in violation of i, ii, and iii.
