Israeli Defense Forces (IDF) have been filmed targeting and shelling Palestinian children playing on the beach in Gaza, and have also targeted and bombed at least one hospital in Gaza. The Daily Mail online has now reported that “Three Americans, security guards for diplomats, were killed in the attack near the Palestinian town of Beit Lahiya in northern Gaza Strip.” Therefore, the IDF meets the definition of a foreign terrorist organization pursuant to 8 U.S.C § 1189(a) and should be designated as such by the Secretary of State.
Although it may be argued that the IDF is not “subnational,” Hamas, the democratically elected government in Gaza, has been designated as a foreign terrorist organization by the Secretary. The IDF is more subnational than is Hamas.
