This law was enacted by the Legislature and was part of Texas' version of Jessica's Law. These laws have met with serious constitutional challenges across the country. I strongly oppose this law/penal code Sec. 21.02. Continuous Sexual Abuse of Young Children or Children. (a) In this section, "child" has the meaning assigned by Section 22.011(c). To be clear this is an extremely important law and subject; but one of my many concerns regards applying it to first time alleged offenders. I was not familiar with this law until my brother (Eddie Laberon Matthews) was falsely accused and wrongly convicted and sentenced to 50 years. This is a first-degree felony (25 to 99 years) with no opportunity to probate. Note no proof of prior charges/convictions needed.
