Declare May 7, 2013 National Ice Cream Day and provide discounted ice cream to all people situated in U.S. territories

The U.S. ice cream industry generated total revenues of $10 billion in 2010. Most of the ice cream manufactured in the U.S. is from family owned businesses that have been in operation for over 50 years, according to the International Dairy Foods Association. These businesses are the backbone of many regional food markets and provide sustained employment for thousands. In celebration of the beginning of summer across the U.S. and in efforts to jump start the busiest season for ice cream sales, the Obama administration should provide each person situated within U.S. territory with a discount coupon for one container of ice cream (up to 1 quart) or frozen dessert manufactured in the United States.
