The design,application and interpretation of the National Flood Insurance Program is a Consumer fraud filled with
double-talk. The Insurance Adjuster's Manual encourages denial of claims. Adjusters ignore facts using a medley of possible damage generalizations, that in many cases can not be considered conclusive. The "Earth movement" clause as it relates to foundation damage is the best example of what clearly should be considered fraud. Thousands of flood insurance policy holders were fleeced. Those who paid flood insurance for years found themselves homeless after Hurricane Sandy. The entire National Flood Insurance Program should be completely changed. A system using facts, science and math is what's needed.
